Stronger operational cooperation between Lima Expresa and Urban Transport Authority yields positive results in Lima

  • Increased performance in bus stop decongestion, ensuring smoother traffic flow

  • Improved enforcement of public transport lanes, allowing secure bus travel

  • Positive cooperation at the heart of VINCI Highways’ model

Lima Expresa, subsidiary VINCI Highways, has been strengthening its cooperation with the Urban Transport Authority for Lima and Callao (ATU) since last May, to improve fluidity and road safety on Via de Evitamiento and Via Expresa Linea Amarilla.

Lima Expresa has specifically elevated its cooperation with ATU on two specific areas:

  • Optimization of the use of bus stops on the Via de Evitamiento, promoting that buses use the designated areas to load and unload passengers and thus improve the smooth flow of traffic along the road.

  • Improvement in proper access to public transport lanes, seeking that authorized vehicles have greater priority to use the lanes reserved for public transportation and thus improve travel times for all vehicles and reduce delays for bus commuters.

Through this new cooperation, ATU focused its supervision efforts on seven key points along the Vía de Evitamiento, chosen for being areas where most critical traffic congestion and road safety issues occur, such as greater presence of informal vehicles.

For its part, Lima Expresa provided ATU with real-time video data from its more than 120 security cameras installed along the concession. The new data allowed to significantly enhance the authority’s ability to monitor traffic violations and enforce regulations at bus stops and public transport lanes.

Today, Lima Expresa and ATU share their first performance review, which highlights the significant improvements resulting from their collaboration. Comparing periods May-July 2024 vs February-April 2024 (before and after the cooperation), these are the results:

  • Time savings for drivers traveling through these areas of the Vía de Evitamiento have improved by 8% within the seven areas supervised by ATU.

  • Road accidents have decreased by 23% within the seven areas supervised by ATU.

  • ATU produced 4650 reports from which sanction resolutions were issued to 582 informal vehicles driving on the Via de Evitamiento.

Building on these positive results, Lima Expresa and ATU will keep enhancing their cooperation. A key new common initiative will focus on awareness campaigns for drivers, supported by educational materials on the risks of accidents and the importance of respecting bus stops and public transport lanes.

Raul Diaz, CEO of Lima Expresa, declared: “Our cooperation with the ATU has delivered real solutions to two pain points that drivers in Lima regularly face: congestion at bus stops and unauthorized use of public transport lanes. We have been able to implement practical measures that are already improving traffic flow and safety. This collaboration is central to the VINCI Highways model, where we continuously seek ways to enhance user satisfaction and improve the overall performance of mobility in Lima”

Lima Expresa, a subsidiary of VINCI Highways, is the concession operator of two expressways in Lima. The concession includes two sections: Vía de Evitamiento (a 16 km highway) and Vía Expresa Línea Amarilla (a 9km highway which includes 13 viaducts as well as a tunnel of nearly 2 km under the Rimac River). The concession provides safe, congestion-free expressways to 180,000 vehicles every day at the heart of the dense urban environment of the Peruvian capital. Committed to reduce its carbon footprint in line with VINCI Concessions’ environmental ambition, Lima Expresa became in 2022 the first highway concession to reach carbon neutrality in South America.
